Budget Ratification: What To Know

2026 Board-Adopted Budget

View the 2026 board-adopted budget under the Meetings & Financials page. This budget does reflect a 10% assessment increase. Assessments will remain at $165 for Jan. 1 and Feb. 1. If an increase occurs, it will be reflected on March 1 statements. 

What is a budget ratification meeting?

After the board of directors adopts a budget, the budget ratification meeting serves as an opportunity for members (homeowners) to ask questions and express concerns.

Quorum is not required for this meeting, but all members are encouraged to participate. 

Ratify versus Veto

The budget is considered ratified (accepted) unless a majority of homeowners veto the budget. 

For a veto, section 38-33.3-303(4)(a)(II)(A) of the Colorado Common Interest Ownership Act states: “unless the declaration requires otherwise, the budget proposed by the Executive Board does not require approval from the unit owners and it will be deemed approved by the unit owners in the absence of a veto at the noticed meeting by a majority of all unit owners, or if permitted in the declaration, a majority of a class of unit owners, or any larger percentage specified in the declaration, whether or not a quorum is present.”

As stated in section 9.1 of VMCA’s Covenants, Conditions, and Restrictions (CC&Rs), the amount required to veto the budget is 67%. At the budget ratification meeting a veto vote is not taken until the 67% number is reached

A vote to ratify is essentially a vote to approve the budget. A vote to veto is essentially a vote to reject the budget. If the budget is vetoed, the association will continue operating under the current budget until a subsequent budget is approved by the Board and not vetoed by unit owners.

67% of closed homes as of the notice of this meeting is 269. If two or more residents from a single home are in attendance, they will only be counted towards the vote requirements once. 

Proxies

If you are unable to attend the meeting on Jan. 22, you can fill out a proxy to be counted towards the 269 homes needed in attendance for a vote to occur. If a vote does occur, you can fill out how you would like your vote to be counted. 

If you fill out a proxy and also attend the meeting, your attendance and vote will only be counted once. 

A picture or copy of your completed proxy can be submitted to manderson@coherelife.com. Proxy forms are also available at the Vista Amenity Center and can be dropped off in person during business hours.

Proxies must be received by 4 p.m. on Thursday, Jan. 22 to be counted.
