Christopher Cebula
How long have you lived in Vista at Montaine?
Since May 2025.
Why are you interested in serving on the VMCA board of directors?
We have an amazing community with many caring residents. I feel I can be an advocate to help lead the residents in making meaningful change. We have many issues with the budget and HOA fees as we do not get the services for the amount that is paid. We need to get the value back into the community.
What makes you uniquely qualified for the position?
I have served as a President and Treasurer at previous Community Leagues. Also, I have vast experience in fiscal diligence, contract review, negotiations, and balancing budgets.
What is your educational background and work experience?
I am a trained CPA and work as a CFO in a $500m+ revenue company.
What leadership position(s) have you held in the past?
I have volunteered as a President and Treasurer in my previous community.
In my role at work, I lead over 1500 people in our organization.
How many VMCA board meetings have you attended?
Two.
What do you consider to be the number one challenge facing the VMCA today?
The meetings are dominated by Toll priorities and the residents are not being properly represented. We need to push back and get accountability and responsibility back to the community.
Marvin Lynn
How long have you lived in Vista at Montaine?
2.5 years.
Why are you interested in serving on the VMCA board of directors?
I would like to help bring our community together. I will be a board member who is going to faithfully represent the interests of our community, keep them informed about important issues, engage them in key decision making processes, and resolve longstanding concerns. The homeowners need and deserve an advocate who is going to help move this community forward. I’m prepared to take on that role.
What makes you uniquely qualified for the position?
I have an extensive background as a leader. For the last 12 years, I have worked as a Dean of Schools of Education at three different institutions. In this role, I managed significant ($20M+), personnel (100+ staff and faculty), and represent the interests of faculty, staff, and students. I have also served as a volunteer community leader. I have served on two different community boards or HOAs. I served as a school board member where I was elected to serve as Vice President. I have also served, and continue to serve, on multiple state and national boards and/or councils. In all of these roles, I have represented the best interest of those I served. I also found ways to work collaboratively with other leaders to move the community forward.
What is your educational background and work experience?
- I have a PhD in Education and Social Sciences and a MA and BS in Education.
- I have worked as a Dean of 3 Schools of Education over the last 12 years.
- I have also worked as an Associate Dean and Program Coordinator.
- I’ve worked as a Professor since 2001.
- Prior to that, I worked as an elementary teacher.

There is a great deal of concern about the future of our community. We desperately need leadership that will represent those concerns and help to resolve them.

Why are you interested in serving on the VMCA board of directors?
I’m interested in serving on the VMCA Board of Directors because I care about the long-term health, transparency, and sense of trust within our community. I believe a key responsibility of the Board is not only to manage operations and finances, but also to ensure homeowners feel heard, informed, and represented.
What makes you uniquely qualified for the position?
Over the past year, I’ve spent time reviewing our budgets, reserve studies, and governance processes, and I’ve seen how decisions, especially around dues, reserves, and priorities, directly affect homeowners. I’d like to bring a perspective that emphasizes clarity, responsible financial decision making, and clear communication.
I’m particularly motivated to help strengthen the connection between the Board and residents. I see value in surfacing questions, expressing community concerns constructively (albeit passionately at times) and helping translate complex information into something homeowners can understand. My goal is to contribute to a Board culture that is collaborative, transparent, and responsive, so that decisions reflect both operational realities and the voices of the community.
What is your educational background and work experience?
I have a BA in Economics from Syracuse University.
Professionally, I work in tech governance, risk management and compliance, where I help organizations evaluate financial and operational tradeoffs, improve transparency, and make informed long-term decisions. This experience has given me a strong foundation in budgeting, risk analysis, stakeholder communication, and accountability, skills that I believe are directly relevant to HOA board service.
What leadership position(s) have you held in the past?
I’ve held leadership roles focused around program execution, where I’ve been responsible for guiding complex initiatives, influencing decisions without direct authority, and balancing stakeholder priorities. These experiences have strengthened my ability to ask critical questions, make data informed recommendations, and lead collaboratively, skills I believe are directly relevant to serving on the VMCA Board.

What do you consider to be the number one challenge facing the VMCA today?
I believe the biggest challenge facing VMCA is balancing operational and long term reserve needs with affordability and transparency for homeowners. The Board must prioritize carefully, plan ahead, and clearly communicate tradeoffs so the community feels confident that resources are being used responsibly and in alignment with residents’ priorities.
